Perkins, He was NEGLECTED, HE WAS STARVED, sicker, skinnier & skinnier and finally to weak to stand

On February 12 @ 3:34 PM, I received the first two pictures of Perkins. He was returned by his owners to the Fort Worth Animal Shelter in a closed cardboard boxed with a blanket draped over the top. They stated to the animal control officer, “We want to return this dog and get a new dog.” The animal control officer opened the box and saw Perkins pictured below. He was skins and bones and only weighed 9 pounds upon returning to the shelter.
